Yes, you need a valid 20-20 Design license.

To be fully trained and experienced with the software it will take 2 separate training and acquiring at the minimum 3 to 6 months working experience with the software every day to cover the in-depth.  Time to create or update a catalog depends of several factors: Knowledge of the catalog creator, number of items to implement/modify, special requirements, etc.
